* One vote will be registered for each phone call that lasts at least 30 seconds. Why do we do it this way? To ensure fairness in the voting process. If there was no required length on each voting call, then people could dial over and over and over again. But since we only count a call that lasts 30 seconds, the most that anyone could possibly vote is twice a minute.
